The Texas Legislature with HB 20 wants to mandate a pretrial risk tool to serve as an aid in determination of pretrial release. The former Travis county judge who is now a state representative testified to the Texas senate in deliberating SB 21 that Travis county uses such a tool in determining pretrial releases. Lt. Jeff Greenwalt, with APD's homicide and aggravated assault unit seems to have a difference of opinion below.

"There's a lot of really violent people who are slipping through the cracks," Greenwalt said. "These are not one-off scenarios, there's dozens and dozens of examples of people getting off on a PR bond all in the name of criminal justice reform or bail reform."
